ESR and Race Relations Specific Experience as Project Manager

a) Experience in managing project teams: In 2005, John Samuel & Associates completed a very complex project for HRSDC in collaboration with the Canadian Race Relations Foundation, Toronto and the Laurier Institution in Vancouver. The project involved the development of a Strategy for a Racism-Free Workplace. It involved over 40 focus groups, 33 workshops, and 29 partnership sessions in eight cities: Vancouver, Regina, Winnipeg, Calgary, Halifax, Ottawa, Toronto and Montreal. More than 15 consultants including several academics were involved. The report is available at: www.canada.gc.ca. Click on Departments and Agencies and then on ‘H’. In the capacity of Chief/Director in the Government of Canada since the 1980s, he managed numerous project teams of different types (such as task forces) and purposes (such as policy development). As head of the consulting firm since 1994, he headed several project teams in Canada and abroad. They include: Chief, Canadian delegation for UNCTAD (A U.N. Agency) in Geneva, Chief, U.N. Evaluation Team in Tunisia. In Canada, he managed all project teams in the ESR area (CIDA, Department of Justice, Privy Council Office, Public Service Commission, Industry Canada, School of Public Service, First Air, and Dollco Printing.)

Conducting Surveys: Conducted a number of surveys including some longitudinal ones in Employment and Immigration Canada during 1969-1987. The sampling frame, questionnaires, instructions for editing, framework for analysis, etc. were determined. The sample sizes varied from 3,000 to 15,000. In every case a report was prepared.

Since 1994 (after setting up of the consulting firm), the survey activity was continued. In 1996, a survey of Public Service employees and managers in 14 government departments/agencies was conducted for the Canadian Human Rights Commission. There were five different questionnaires involved. Since 2000, surveys were conducted among a sample of Executives in the Public Service, in Industry Canada and First Air in the context of an Employment Systems Review.

  1. Conducting Workforce Analysis
    Since 1999, workforce analysis was conducted in the Privy Council Office, CIDA, Department of Justice, First Air and Dollco Printing.

  2. Conducting Employment Systems Review (ESR)
    Since 1999, ESRs have been conducted for the Privy Council Office, CIDA, Department of Justice, PSC, Industry Canada, School of Public Service, First Air and Dollco Printing.

  3. Developing an Employment Equity Plan
    Employment Equity Plans have been developed for the Privy Council Office, Dollco Printing, First Air and Department of Justice.

  4. Identifying employment equity performance indicators and evaluation tools.
    Prepared evaluation framework for employment equity and Federal Contractors Program evaluation framework for HRDC.

  5. Conducting interviews and/or focus groups of employees concerning employment barriers faced by members of designated groups.
    Conducted scores of interviews/focus groups in the Privy Council Office, CIDA, Public Service Commission, Department of Justice, Industry Canada, School of Public Service, Dollco Printing and First Air. The interviewees ranged from individual employees who wanted confidential interviews to Directors, DGs, ADMs (Vice-Presidents), DMs (Treasury Board) and the Presidents of PSC and CIDA. The focus groups of all the four designated groups and groups of those who are not designated were conducted. Focus groups of employees in the private sector such as First Air was also part of the work involved.

  6. Facilitating group decision processes and group cohesion.
    Moderated a number of such groups in different capacities including as Executive Director, Canada Employment and Immigration Advisory Council from 1988-92. The Council had representatives of business, labour, NGOs and academics and the Council was expected to consult with them and provide policy input directly to the Minister. Similar work has also been done in the capacity of president of numerous voluntary organizations.

  7. Reviewing practices on EE activities for establishing and maintaining records.
    In all the departments mentioned above and for First Air, this has been done.
